STUDY
THE 1.5 Million POPULATION
GAP
December 2004
General:
The study was initially
presented on January 10-11, 2005 at the American Enterprise
Institute (AEI) and the Heritage Foundation in Washington, following a
through examination by Washington, DC's leading demographer, Nick
Eberstadt of the AEI. It was also presented on January 12 at the
Conference of Presidents of Jewish Organizations.
The Bottom Line:
-
Today, the
Palestinian-Arab population of the West Bank (1.4MN) and Gaza (1MN)
totals 2.4 million, rather than the 3.8 million reported by the
Palestinian Central Bureau of Statistics (PCBS).
-
A solid Jewish majority of
60% has been sustained – between the Jordan River and the
Mediterranean – since 1967. A solid 80% Jewish majority has been
maintained within the “Green Line”.
-
Long-Term demographic
trends re-entrench the Jewish majority.
Conventional Demographic Wisdom:
Conventional demographic wisdom
(e.g. March 2003 and Oct. 2004 publications by Prof. Arnon Sofer of
Haifa University) has contended that:
-
“In all of Western Israel
[between the Jordan River and the Mediterranean] Jews constitute 49%
of the population; in another 18 years, this percentage is expected to
amount to 40%...”(p. 16, Oct. 2004).
-
“About 5 billion people live
in developing countries, in which the rate of natural increase is high
and will continue to be so for many years still...” (p. 9, Oct.
2004).
-
The rate of natural increase
in the Muslim-Palestinian sector is estimated at 3.5%-4% per
year...(p. 20, Oct. 2004). At least 20 years will still be required
before we see a decrease in the rate of Arab natural increase...”(p.
28, Oct. 2004).
-
Conventional demographic
wisdom has accepted the PCBS figures at face value, especially the
“1997 Palestinian data and projections, which suggested a 3.5MN
Palestinians [in the West Bank and Gaza] in 2003...” (p. 25, Oct.
2004).
Long-Term Demographic Trends Behind the 1.5 Million
Gap:
-
The PCBS figures and
projections have been refuted every year since 1997. A systematic
reliance on erroneous data produces exponential errors. PCBS
figures have been at gross variance with those produced by the
Palestinian Ministry of Health (PMOH), by the Palestinian
Election Commissions of 1996 and 2005, by Jordan (a twin demographic
sister of the West Bank), by the Muslim and Arab blocks, by Third
World countries, by Israel's Central Bureau of Statistics and by the
Trend Impact Analysis, which factors the relative demographic
impact of unpredictable military, terrorist, economic, diplomatic and
social developments.

A dramatic decline in the
Palestinian Population Growth Rate has been recorded by the PMOH –
2.4% in 2003 compared with 3.8% in 1997, in contrast with the 4.5%
claimed by the PCBS. This number is consistent with Jordan’s 2.7%
population growth rate and with the overall sharp decline in the Third
World in general and in Muslim and Arab countries in
particular.
-
A drastic decline in total
Palestinian Fertility Rate (number of children per woman) has been
documented by the PMOH – 3.89 in 2003 compared with 7.4 in 1997 (3.89
benefits from past higher fertility of older women, who gave birth to
8-10 children). It has been consistent with the decline in Jordan (3.5
in 2003 compared with 7.8 in 1975), in the Arab countries (e.g. Egypt
– 3.3 compared to 5.7), in the Muslim world (e.g. Iran – 2.3 compared
with 6.4) and throughout the Third World.

A sharp reduction in
Palestinian Crude Birth Rate has been documented by the PMOH –
27.2 in 2003 compared with 43.7 births per 1,000 in 1997.
-
“As late as 1970, the
world's median fertility level was 5.4 births per woman; in 2000, it
was 2.9...The numbers refute the myth of Muslim fertility... Old
notions of Asian fertility are similarly false...The UN Population
Division predicted that the world population, now 6.3BN would grow to
at least 12BN by 2050... Now it expects population to plateau at 9BN.”
(The New York Times, August 29, 2004).
-
Birth Reporting by the
Palestinian Authority has been overstated by more than 20,000
annually. Death reporting has been systematically
understated.
-
A radical shift from rural
to poor urban society has accompanied (or triggered!) the equally
radical decline in Palestinian natural increase – from a 30% urban
society 15 years ago to a 50% urban society in 2003.
-
An annual net negative
migration of 10,000 has been recorded from the West Bank and Gaza
at least since 1950 (including the 1990/1 Gulf War and the 1993-5 Oslo
years of positive net migration). The 3.8MN PCBS figure is based on
a projected 230,000 net positive migration during 1997-2005, which
were in fact net negative migration years.

Double counting (i):
200,000 Jerusalem Arabs are counted both by Israel (Green Line)
and by the Palestinian Authority (West Bank and Gaza).
-
Double Count (ii):
approximately 150,000 West Bank and Gaza Arabs have received
Israeli citizenship since 1993 (mostly via marriages), according to a
November 2003 study by Israel’s Ministry of Interior. Israel counts
them as “Green Line” Arabs and the PA counts them as West Bank and
Gaza Arabs. The natural increase of the “Green Line” Arabs –
excluding the 150,00 – is 2.1%, while the population growth rate of
the Jewish population is 2.5%.
-
PA inclusion of
non-residents has added 300,000 Palestinians, who have resided
abroad for an extended period, to the total Palestinian population.
The World Bank (2003) and the Palestinian Election Commissions (Feb.
1998, Oct. 14, 2004) report such a practice.
-
300,000 Christian “Olim”
from the former USSR have been excluded from the total Jewish
population by conventional demographers, although they are
spouses, grandparents and grandchildren of Jewish Olim, who have tied
their fortune to that of the Jewish state.
-
Conventional demographers
have employed an erroneous methodology (linear extrapolation),
while demography west of the Jordan River has been shaped by
non-linear unpredictable military, economic and political developments
in the Middle East and beyond.
-
Conventional demographers
have misapplied, to the Arab population west of the Jordan River, the
3-stage demographic “Swedish Model” (I – Poor rural society, high
infant mortality and low life expectancy; II – Health improves and
natural increase peaks; III – Standard of living enhanced and natural
increase declines significantly). They either assumed that either the
Swedish Model would not apply to the Arabs, or misread the 1950-60s as
the first, rather than (as it actually was!) the second, stage of the
Model. Hence, their gross errors in assessing natural increase, Total
Fertility Rate and population growth rate of the Arab population
between the Jordan River and the Mediterranean.
-
Demographic projections
have failed systematically since 1900.
-
Aliya-migration (annually
since 1882), rather than natural increase, has been the key factor,
shaping Jewish demography. In 1972, Prof. Bacchi wrote in
Encyclopedia Judaica (Vol 9, pp 474-493) that Aliya shall
decline because Western Jews are reluctant and Soviet Jews are barred.
However, 170K Jews came from the USSR during the next few years.
In 1987, Prof. De La Pergula contended that Soviet Jews would not
immigrate to Israel, due to cultural, social, technological and
economic reasons (Yediot Achronot daily, Oct. 23, 1987).
However, one million did in the early 1990s! Aliya reservoir exist in
the former USSR (about 1 million), west Europe, South America, the US,
Australia and Canada.
-
Migration – more than
natural increase – played a key role in boosting Arab population
to 473,000 in 1890 and to 1,200,000 in 1947. A significant
expansion in the number of Arabs in the West Bank, between 1946
(465,764) and 1953 (742,289), was due to the migration of 180,000
refugees of the 1948 war. A 1971 study, by Israel's Ministry of
Defense, suggested that 47% of Gaza's Arabs were 1948 refugees
(205,860). Ignoring the cardinal role played by Arab migration, has
inflated the assessments of Arab natural increase, which has produced
exponential errors.
-
Migration – more than
natural increase – has heavily tilted the population growth rate of
Green Line Arabs. While the number of Green Line Arabs grew from
170,000 in 1949 to 1,300,000 in 2003, 100,000 refugees were allowed to
return in 1949/50 (changing the base from 170,000 to 270,000), 200,000
East Jerusalem Arabs were added by reuniting Jerusalem, and some
250,000 West Bank and Gaza Arabs received Israeli ID cards since 1967
(via family reunification).

The 100,000 Israeli
(Muslim Non-Arab) Druz consider themselves a particular, rather than
Arab, ethnic sector, loyal to the Jewish State and serving in
active combat and counter-terrorism units in the IDF.
-
A solid 60% Jewish
majority – west of the Jordan River – has been sustained since
1967.
-
The number of Jews grew 9
folds since 1948 (from 600,000 to 5.5MN), while the number of Arabs
increased by 3.2 times (from 1.2MN to 3.8MN).

המבהירות את הפער של 1.5 מיליון:

נתוני ותחזיות הלמס"פ
היתבדו מדי שנה. הסתמכות שיטתית על נתונים שגויים גורמת לשגיאה
אקספוננציאלית. נתוני הלמס"פ מנוגדים לחלוטין לנתוני משרד הבריאות
הפלסטיני, לממצאי ועדות הבחירות הפלסטיניות מ-1996 ו-2004, לנתונים
ירדנים, לנתוני מדינות ערב והאיסלם, לנתוני העולם השלישי, לנתוני ותחזיות
הלמ"ס ולשיטת ה-Trend Impact Analysis, המשקללת את
השפעתם של גורמים בלתי צפויים (מלחמה, טרור, תהליכי שלום, עליה וירידה
במחירי הנפט, כלכלת מדינות שכנות , וכו') על הדמוגרפיה.

המעבר הדרסטי, בשנים
האחרונות, מאוכלוסיה כפרית ענייה לאוכלוסיה עירונית ענייה, המאפיין
את ערביי יו"ש(במיוחד) ועזה, תואם (ומבהיר) את הירידה הדרמטית בגידול
הטבעי של אוכלוסיה זאת: כל ילד/ה נוספ/ת הופכ/ת לנטל כלכלי; שימוש
באמצעי מניעה; גירושין; קריירה וחינוך.
-
הגירה שנתית שלילית של
10,000 איש מאפיינת את ערביי יש"ע מאז 1950, למרות ההגירה החיובית
בזמן מלחמת עיראק (1990/1) וחתימת הסכם אוסלו (1993/4). תחזית הלמס"פ
ל-3.8 מיליון ב- 2004 מתבססת על הגירה חיובית שנתית של 230.000 בשנים
1997-2005, שהיו למעשה שנות הגירה שלילית.
-
ספירה כפולה
(I) של 200,000 ערביי
ירושלים, המוגדרים ע"י ישראל
כערביי "הקו הירוק" וע"י הרש"פ כערביי הגדה המערבית
ועזה.
-
ספירה כפולה
(II) של 150,00 ערביי יש"ע,
אשר קיבלו תעודות זהות מישראל מאז 1993 (איחוד משפחות). הם
מוגדרים כערביי "הקו הירוק" וערביי הגדמ"ע ועזה כאחד. הריבוי הטבעי של
ערביי "הקו הירוק", ללא ה-150,000, הוא 2.1% ולא 3.1% (גידול
האוכלוסיה היהודית הוא 2.5%).
-
כ-300,000 פלסטינים
המתגוררים זמן רב במדינות ערב, ארה"ב, אירופה ואמריקה הלטינית, רשומים
במירשם האוכלוסין של הרש"פ. הבנק העולמי (2003) וועדות הבחירות
הפלסטינית (14.10.04 ו-2.1998) מאשרים זאת.
-
כ-300,000 "עולים
נוצרים" מברה"מ לשעבר אינם כלולים בסך הכל היהודי לדעת ההשקפה הדמוגרפית
הרווחת כיום, למרות שמדובר בקרובי משפחה של עולים יהודים, שקשרו את
גורלם עם גורל המדינה היהודית.
-
מהימנות הניבוי של
המתודולוגיות לחיזוי דמוגרפי (למשל, אקסטרפולציה לינארית) הנמצאות בשימוש
הממסד הדמוגרפי-אקדמאי בישראל נמוכה מאד ויכולה להטעות.
הדמוגרפיה באזור נקבעת ע"י תופעות בלתי-צפויות ובלתי-לינאריות בתחומי
כלכלה, מלחמה, טרור והגירה בישראל, ירדן, מדינות המפרץ הפרסי ובעולם
כולו.
-
ההשקפה הדמוגרפית הרווחת
כיום שוגה בישום "המודל השבדי" הדמוגרפי (שלב א' – חברה
עניה, תמותת תינוקות גבוהה, תוחלת חיים נמוכה*** שלב ב' – בריאות
משופרת וריבוי טבעי גבוה מאד*** שלב ג' – רמת חיים משודרגת, ריבוי
טבעי יורד מאד). ההשקפה הדמוגרפית הרווחת כיום סבורה ששנות ה-60'
(ריבוי טבעי פלסטיני בשיאו) היוו את השלב הראשון (בעוד שהן היוו את השלב
השני), או ש"המודל השבדי" אינו רלבנטי לערביי ישראל ויש"ע (כאילו
הדמוגרפיה הפלסטינית ייחודית בעולם השלישי...). לכן, ההשקפה
הרווחת כיום שוגה קשות בהערכת מימדי הריבוי הטבעי, מספר הילדים לאשה
ושיעור גידול האוכלוסיה הערבית בין הירדן לבין הים
התיכון.
-
מרבית התחזיות
הדמוגרפיות נכשלו מ-1900 (50,000 יהודים=8%). שמעון דובנוב צפה אז
שב-2000 יהיו, מערבית לירדן, 500,000 יהודים. ב-1948 (600,000
יהודים=48%) הוזהר רה"מ בן גוריון ע"י פרופ' רוברטו בקי, לימים הסטטסטיקן
הראשי והאב הרוחני של הממסד הדמוגרפי-אקדמאי בישראל, לבל יכריז על הקמת
המדינה, כי ב-1968 יהיה בה רוב ערבי.
-
עליה (שנתית מאז 1882), ולא
ריבוי טבעי, היא הגורם המרכזי בעיצוב הדמוגרפיה היהודית. ב-1972 טען
פרופ' בקי שהעליה תצטמצם. אבל, תוך מספר שנים עלו מברה"מ 170,000 יהודים.
ב-1987 טען פרופ' דה להפרגולה שיהדות ברה"מ לא תעלה בהמוניה. אבל, מליון
יהודים עלו מברהמ בשנות ה-90. מאגרי עליה נוספים קיימים בברה"מ לשעבר
(1-1.5 מליון לפחות), מערב אירופה, אמריקה הלטינית, ארה"ב, דרא"פ,
ועוד.
-
הגירה, יותר מאשר ריבוי
טבעי, היתה הגורם המרכזי שהגדיל את
האוכלוסיה הערבית ל-473,000 ב-1890
ול-1,200,000 ב-1947 .ערביי יו"ש היתרבו
מ-465,764 ב-1946 ל-742,289 ב-1953 כתוצאה מהגירת 180,000 פליטי
1948. מחקר משהב"ט (1971) מלמד ש-47% מתושבי עזה היו פליטים
(205,860). אי-זיהוי משקלה הכבד של ההגירה הערבית, הביא להפרזה בהערכת
שיעור הריבוי הטיבעי הערבי ולהשרשת השיעור המופרז בתודעת הממסד הדמוגרפי
והציבור. עיוות זה גורם, כנראה, להפרזה אקספוננציאלית בנתונים
הדמוגרפים הערבים מאז ועד היום.
-
הגירה, יותר מאשר ריבוי
טבעי, היתה הגורם המרכזי שהגדיל את האוכלוסיה הערבית ב"קו הירוק"
מ-170,000 (1949) ל-1,300,000 (2003). אבל, היא כוללת 100,000 פליטים
(וצאצאיהם) שהוחזרו לאחר מלחמת השחרור, 200,000 ערביי מזרח ירושלים
שנוספו מאז 1967, וכ-300,000 ערביי יו"ש ועזה שקיבלו ת.ז. ישראלית במסגרת
איחוד משפחות (150,000 לאחר 1993). הריבוי הטבעי של ערביי "הקו
הירוק", ללא ה-150,000, הוא 2.1% ולא 3.1% (גידול האוכלוסיה
היהודית הוא 2.5%).
-
מרבית 100,000 הדרוזים –
המשרתים בצה"ל וקשרו גורלם במדינה היהודית – רואים עצמם כגוף
אתני-דתי פרטיקולרי, מוסלמי אך לא ערבי.
-
רוב יהודי מוצק של 60% –
מהירדן ועד הים התיכון – נשמר מאז 1967, בניגוד לטענות ותחזיות "נביאי
הזעם הדמוגרפי".
-
מאז 1948 גדל מספר
היהודים – בין הירדן לבין הים התיכון – פי 9.0 ומספר הערבים פי 3.2 (
מ-600,000 ל-5.5 מליון ומ-1.2 מליון ל-3.8 מליון).
